Chris Rheney Named 2024 Dean Toland Preceptor of the Year
Joseph “Chris” Rheney was named the 2024 recipient of the Dean Toland Preceptor of the Year Award. This award, named in honor of William G. Toland, recognizes preceptors who demonstrate exceptional leadership, mentorship and a commitment to providing a high-quality professional learning environment for Army-Baylor residents. Nominated by Maj. Ian Wheelis, Rheney stood out for his unwavering dedication to developing his resident both professionally and personally.
Despite the demands of his role as a senior executive service leader, Rheney consistently prioritizes mentorship. He included his resident in senior-level engagements – such as 1-star and 3-star briefs and the MEDCOM budget presentation to the Undersecretary of the Army – offering a rare and valuable view into high-level decision-making. He also facilitated rotations and training opportunities across and beyond MEDCOM, connecting the resident with leaders and organizations throughout the Military Health System. These experiences broadened the residents’ perspective and strengthened their readiness for future leadership roles.
Wheelis was particularly grateful for the mentorship and guidance during his residency year.
“Mr. Rheney demonstrated an incredible depth of compassion and people-first leadership,” Wheelis said. “His guidance was invaluable, particularly in navigating ambitious projects with the potential to significantly impact Army readiness and financial efficiency. His unwavering leadership, mentorship and dedication to the development of future healthcare leaders make him a truly deserving recipient of this award.”
